Charter: Provide a structured way for internal and external partners to build on top Sourcegraph.

- DB worker
- gRPC
- Stream API (Maybe Search?)
- Owning the ergonomics/evolution of the API.
- Make it easy for internal teams to contribute to the API
- API team emits observability/tracing data
- Deprecation announcements/migration to the API
- When people touch the GraphQL API, make sure it is well shaped
- Working with customers to build platform use case
